What that does not automatically mean is that a Cyprus-registered business can open a self-service advertiser account this morning, and the difference between those two sentences is where most of the commentary has gone wrong.
We wrote about this channel when Cyprus was still marked as coming soon. That earlier analysis stays live as a record of the pre-expansion position. This piece is the current one, and it is deliberately conservative: every product claim below is traced to OpenAI's own material, and every judgement about what it means commercially is labelled as ours.
What actually changed
The expansion is a distribution event rather than a product reinvention. The unit is the same one that has been running in the United States: a labelled, sponsored placement that sits beside the assistant's answer rather than inside it, shown to some users on the free and Go tiers. What changed is the size of the audience it can reach and the regulatory environment it now has to operate in.

Two things are worth holding onto from that list. The advertising is separate from the answer, so no budget buys a recommendation. And European delivery runs under GDPR and the consent choices people make inside ChatGPT, which means less behavioural personalisation than a Meta campaign quietly assumes. Both of those constraints push the advantage towards clarity of offer rather than depth of targeting.
Nobody is buying their way into the answer. They are buying the right to stand next to it, and the standing is only worth something if the offer is legible.
Where Cyprus sits, precisely
Cyprus is an EU member state, and the expansion is described at the level of the EEA and Switzerland rather than a hand-picked country list, so Cypriot users are inside the serving footprint. Advertiser access is the part that moves at its own pace.

So can a Cyprus business run ChatGPT Ads today?
In practice: through OpenAI's Ads Solutions team, an agency partner or a technology partner, yes. Through self-service signup, check OpenAI's Ads Manager availability table on the day you intend to open the account, because the serving list and the self-service list are not the same list and they have not moved in step.
We will not publish a date. Any article that gives you one for Cyprus self-service is either quoting a table that changes without notice, or making it up. The table is linked at the foot of this page; it takes ten seconds to read and it is the only answer that stays true.
Why conversational advertising behaves differently
Search rewarded the keyword. Social rewarded the interruption. A conversational surface rewards something narrower and harder: being genuinely right for a described situation.

A paragraph of context, volunteered: budget, constraint, timing, what has already been ruled out. The advertiser competes on being the sensible answer to that paragraph.
The practical consequence is a creative one. The vague brand line that survives on a billboard has nothing to attach itself to here. A price band, a delivery window, a named specialism and an honest limitation are all more useful than an adjective, because the person on the other side has already told the machine what they need.
Where it sits in the funnel
A conversational placement is not a replacement for search capture or social demand creation. It is a consideration layer sitting between them, and it is most valuable at the point where a person has stopped asking what exists and started asking which option suits them.

Clear service pages, honest specifics, structured data, working conversion tracking and consistent attribution all pay for themselves on the channels you run today, and all of them are prerequisites here.
Budget-wise, our reading is that this is a test line rather than a reallocation. The sensible position for a Cyprus advertiser in the next two quarters is to keep search and social funded at current levels, carve out a genuinely small experimental budget, and spend the difference on the infrastructure work in section six, which pays back whether or not the channel matures.
Measurement, attribution and the honest caveat
A new channel is dangerous mostly through its reporting. Early platforms tend to claim credit generously, and organisations that cannot see across channels tend to believe them.
Assume last-click will lie to you
A conversation that reframes a decision, followed by a branded search two days later, will be recorded as brand search. If you judge the channel on last-click alone you will either kill something useful or over-credit something marginal.
Instrument the destination, not the platform
Consistent UTMs, a working GA4 event model, server-side conversion reporting where consent allows, and a CRM field that records what the lead actually asked for. That chain answers the question regardless of which platform sends the visit.
Measure lead quality, not lead count
The plausible advantage of a described-problem channel is better-qualified enquiries, not cheaper ones. If your reporting cannot distinguish a good lead from a bad one, it cannot detect the only benefit worth having.
Expect the tooling to change
Advertiser measurement in ChatGPT is documented and still maturing. Confirm capability in the current documentation before a measurement model is designed on top of it.
