ChatGPT Ads Manager is the self-service surface European advertisers are being onboarded onto market by market. This piece walks the platform as we find it: the account, the campaign flow, the creative surface, the measurement tooling, and an honest list of what is not there yet. Getting in: access and account

Access in Europe opened through OpenAI's Ads Solutions team and its partners first, with self-service signup following market by market. The account itself is deliberately sparse: business identity, billing, users, and the measurement credentials. There is no equivalent of Meta's Business Manager estate of pages, catalogues and apps to assemble before you can spend.

The campaign creation flow

Campaign creation follows the shape performance marketers already know: an objective, a budget and schedule, then the ad. What is conspicuously thinner than a Meta or Google flow is targeting. Under European data protection rules, personalisation is governed by GDPR and the consent choices users make inside ChatGPT, so plan for less behavioural steering than a Meta campaign assumes, not more.

The practical consequence: the campaign screen will not rescue a vague offer. When the lever of audience micro-targeting is short, the weight shifts to the message and to the page it lands on.

The creative surface

The paid unit sits beside the assistant's answer, clearly labelled, never inside it. No budget buys a mention in the organic response, and advertisers do not receive users' conversations. What you compose is closer to a considered answer-shaped placement than a banner: what you do, for whom, with the constraint honestly stated.

This is where the readiness work cashes in. A page with specific services, honest pricing logic and quotable answers gives the click somewhere worth landing; a brochure site converts the most expensive attention you have ever bought into a bounce.

Pixel, Conversions API and reporting

Measurement tooling exists and is still maturing. There is a browser pixel for page views and conversion events, and a server-side Conversions API that accepts the same event identifiers so browser and server deliveries deduplicate into one conversion. Treat specific capabilities as version-dependent and confirm them against the advertiser documentation before designing a measurement model on top.

This studio already runs both paths in production: the pixel fires only after marketing consent, and confirmed leads are mirrored server-side with a shared event ID. That is the same discipline we apply to Meta's pixel and CAPI, and it is the pattern we recommend to every client onboarding here: consent-gated, success-only, deduplicated.

What is not there yet

An honest tour includes the gaps. As of the last check, none of the following should be assumed: deep audience controls, mature attribution windows, benchmark data for Cyprus, or guaranteed self-service access for a Cyprus-registered entity on any given day. OpenAI's availability table, not any article, is the answer to that last one.

  • No granular behavioural targeting in the shape Meta advertisers are used to; European delivery runs under GDPR and user consent choices.
  • No credible local benchmarks yet. Any CPC or conversion-rate figure quoted for Cyprus this early is invented.
  • No date we can rely on for Cyprus self-service signup; the help-centre availability table is the only live source.
  • No influence over the organic answer, by design. The labelled placement beside it is the entire inventory.
